Panel: Sheriff’s board improperly constituted
A state appeals panel on Friday reaffirmed its ruling that the Cook County Sheriff’s Merit Board was illegally constituted when it fired a deputy for misconduct in October 2013.At the time Percy Taylor was fired, the merit board included interim appointment John R.
