A state appeals court has affirmed the dismissal of a lawsuit against the city of Chicago filed after an upset, naked, bleeding and hallucinating man jumped or fell through a window of his house while high on crack cocaine in 2004.
Chicago police attempted to subdue the man using a Taser before he went through the window and landed on the concrete stoop below, rendering him a high-level paraplegic.
