SPRINGFIELD — Since their inception in Cook County in 1899, juvenile courts have always called for some serious young offenders to be processed in adult courts.But lately lawmakers and judges in Illinois and elsewhere have questioned that policy. And a new analysis released this morning could add fuel to further re-examinations of juvenile transfer laws.Researchers from Florida State University and Northeastern University in Boston poured over previous studies on juvenile transfers and recidivism rates and concluded …
