A divided federal appeals court on Thursday declined to temporarily halt enforcement of a law that effectively bars most out-of-staters from carrying concealed weapons in Illinois.In a 2-1 decision, the 7th U.S. Circuit Court of Appeals held five people challenging the constitutionality of certain provisions of Illinois’ Concealed Carry Act are not entitled to a preliminary injunction while their case is pending.The challenged provisions allow nonresidents licensed to carry guns in their own state to carry guns in …
