An Attorney Registration & Disciplinary Commission Review Board has upheld a lower panel’s call for a Chicago attorney to be disbarred for allegedly delaying the distribution of multiple clients’ trusts until many years after the clients had died.The board wrote in its report filed on Jan. 26 that it recommends the disbarment of solo practitioner Richard Carl Moenning, who in June was suspended on an interim basis and until further order of the court by the Illinois Supreme Court.Moenning, 80, served as …
