The city will avoid any damages that might be awarded a man who alleges an off-duty Chicago police officer dislocated several of his fingers while trying to arrest him in the suburbs. In a written opinion Thursday, U.S. District Judge Gary Feinerman did not rule on the merits of the accusations Stephen Anderson has leveled against George Moussa.
