SPRINGFIELD — Angel Gonzalez and Teshome Campbell spent a combined 38 years behind bars for crimes they did not commit.Though the men have been declared innocent, they are still waiting for the money owed to them by the state of Illinois.Gonzalez and Campbell are two of 18 exonerated men in Illinois who have not received compensation while the state has gone more than 20 months without a budget.The state owes close to $3 million in total to the 18 men, who were wrongfully convicted and have since been granted …
