2nd District: COD-tied foundation subject to paper’s FOIA requests

The not-for-profit foundation that manages private donations to a suburban community college is required to disclose a federal grand jury subpoena the Chicago Tribune sought under the Illinois Freedom of Information Act, a state appeals panel ruled Tuesday.For the past two years, College of DuPage and its associated foundation, the College of DuPage Foundation, has asserted the latter is a nongovernmental not-for-profit that falls outside of the scope of FOIA.But the Tribune contended a reported federal grand jury subpoena …
