The federal government is off the hook for any damages that might be awarded two women whose car was struck by a vehicle driven by an Army recruiter.In a written opinion last week, U.S. District Judge Andrea R. Wood held the United States is not liable under the Federal Tort Claims Act for Sgt. Victor Castro’s actions.Castro was driving a Chevrolet Impala belonging to the Army when he collided with another car in October 2009 on an exit ramp from Interstate 290 in Chicago.Police cited Castro for the accident.
