A divided state appeals panel on Wednesday gave a green light to zoning a vacant senior assisted-living facility in the far northwest suburbs for government use, paving the way for it become a homeless shelter.The majority of the Elgin-based 2nd District Appellate Court found the Lake County Zoning Board of Appeals’ decision to deny the change-in-use permit to the Lake County Housing Authority and PADS Lake County to be clearly erroneous.PADS — a nonprofit dedicated to helping the homelessness — and the …
