SPRINGFIELD — State lawmakers are looking to add legal protection for people who rescue cats or dogs from hot vehicles.Rep. David Olsen has introduced a measure that provides civil and criminal immunity for good Samaritans who break into cars to save pets from inclement weather or other kinds of danger.House Bill 4191 amends the Humane Care for Animals Act, insulating people who notify police and make good-faith efforts to extract animals from imminent danger.
